The controller is not getting a valid temperature reading from the battery (open or shorted sensor line). Many systems allow riding but limit charging or power. On packs without a temperature sensor this can appear after a controller or battery swap.
Likely causes
- Battery temperature sensor line broken or not connected
- Corroded battery discharge connector pins
- Battery BMS fault or a pack without a temperature sensor on a controller that expects one
- Wrong battery/controller combination after a replacement
How to fix Bafang error 13
- Remove and refit the battery; clean the contacts
- Check the battery connector pins for corrosion or bent pins
- Try a known-good battery of the same type; if the code goes, the pack's sensor is faulty
- Have the BMS checked or the pack replaced if the sensor is inside the battery
